Actually liquiddaturo ... Mandinka refers to a large ethnical group in western africa with approx. 11 million people as the descendents of the Empire of Mali. Mandingo is the language of this people, belonging to the Mande branch of the Niger-Congo families. As far as this song is concerned, they're mentioned in a book called Roots by Alex Haley, which is what the song is about. In order to understand it you must read the book.
